Forerunner Raises $39M in Funding

Forerunner, a San Francisco, CA-based AI-powered platform for governments that manage their built environment, has raised $39 million in a funding series.

The total amount included $26.3 million from a Series B round led by Wellington Management and $12.7 million from an earlier Series A round led by Union Square Ventures.

The Series A included Gutter Capital and Bright Ventures, while the Series B added SE Ventures and Citi Impact Fund, with all existing investors participating in both rounds.

With this funding, Forerunner plans to improve its products, expand its team, and strengthen partnerships with government agencies. The company aims to provide modern technology that helps governments better respond to risks, improve resilience, and build public trust through transparent, resident-focused services.

Forerunner is an AI-powered platform that helps governments better manage buildings and infrastructure. It replaces outdated systems and disconnected tools with a unified platform that integrates location data, daily operations, and public transparency.

Growing uncertainty about FEMA’s future ability to respond to disasters is increasing pressure on state and local governments. At the same time, many of these governments still use outdated or disconnected systems, making it hard for them to maintain a clear, accurate view of their communities.

At the same time, communities nationwide continue to face rising risks, including extreme flooding, unsafe buildings, and aging infrastructure. The ASCE still ranks U.S. infrastructure at a C-minus, noting that vulnerability to climate,m and natural hazards is increasing faster than government systems can adapt. Forerunner helps governments address these challenges via a unified, geospatial system of record for the built environment, enabling faster decision-making, more efficient operations, and stronger preparedness.

“Government operations affect millions of people every day,” said JT White, Co-Founder and CEO of Forerunner. “We are building a modern system that helps agencies manage buildings and infrastructure with accuracy, transparency, and long-term strength. This funding helps us support more communities as they face growing and complex challenges.”

Key capabilities include

  • Unified Geospatial System of Record: A map-based platform that combines property, asset and other data into one searchable system. It allows agencies to view data by location, track updates over time, and keep full audit records.
  • Configurable Workflows and Compliance Automation: Simplifies complex processes with step-by-step approvals, role-based tasks, smart rules, and automatic compliance checks.
  • AI-Powered Document Intelligence: Automatically pulls key data from uploaded documents, checks records against regulations, and creates audit-ready files.
  • Mobile-First Field Operations: iOS and Android apps let users collect data, complete inspections and sync records from anywhere, even offline.
  • Public Transparency and Resident Engagement: Customizable websites allow residents to view risk details and submit applications or forms.
  • Flexible Reporting and Data Analysis: Adjustable data views help users filter, organize, and analyze information across properties, records, and workflows.

Together, these features simplify government technology systems, lower IT costs, and create consistent workflows across departments.

Forerunner partners with more than 190 city, county, and state agencies across the United States. More communities are adopting the platform to improve stormwater management, code enforcement, and infrastructure management—key areas that impact public safety, economic growth, and resilience planning. Its customers are spread across 26 states, including California, Texas, Florida, Louisiana, and New Jersey.

Nick Grossman, General Partner at Union Square Ventures and an investor in Forerunner’s Series A and Series B, said, “Forerunner improves how governments work by giving teams better tools to serve residents. Their focus on growth and real-world results puts them in a strong position to change how communities plan, respond, and succeed.”

“Communities are facing increasing operational challenges each year, especially as severe flooding causes greater economic damage and affects more people,” said Greg Wasserman, Head of Private Climate Investing at Wellington Management. “As costs grow and systems become more complex, communities need better tools to manage risks and build stronger infrastructure. Forerunner offers these solutions with software that is powerful but easy for cities and public agencies to use to protect residents.”

“Our vision is to create a future where every community has the tools it needs to succeed, even during uncertain times,” said Susanna Pho, Co-Founder and COO. “This is an important time for government technology, and we’re proud to build a platform that agencies can rely on now and in the future.”
