Harbor Compliance Receives Majority Growth Investment from Bregal Sagemount and Appoints New CEO

Harbor Compliance, a Lancaster, PA-based provider of entity compliance solutions for nonprofit and mid-market corporate customers, has received a majority growth investment from Bregal Sagemount.

The deal amount was not disclosed.

As part of the investment, Pavan Tripathi, Terrance Garrett, and Connor Pams from Bregal Sagemount will join the company’s Board of Directors, along with John Weber, former CEO of CT Corporation.

Additionally, Chad Nuss has been named Chief Executive Officer and a Board Member of Harbor Compliance.

The company plans to use the funds to grow its operations and advance its development efforts.

Founded in 2012 and based in Lancaster, Pennsylvania, Harbor Compliance provides entity compliance solutions through its modular SaaS platform, Compliance Core. The platform offers a single, end-to-end system in an industry that has traditionally relied on fragmented, service-heavy workflows. Serving over 80,000 organizations across various industries, Harbor Compliance helps with business entity management, licensing, tax registration, and records management, giving customers clear oversight of multi-state compliance requirements while simplifying administrative tasks.

Chad Nuss has also been named Chief Executive Officer and a Board Member of Harbor Compliance. “I’m excited to join Harbor Compliance at this important stage. As part of the investment, Pavan Tripathi, Terrance Garrett, and Connor Pams from Bregal Sagemount will join Harbor Compliance’s Board of Directors along with industry veteran John Weber, former CEO of CT Corporation. Mike Montali, and Megan Danz will remain involved as Board members and advisors, supporting the company’s long-term strategy.

Stifel acted as exclusive financial adviser, and Royer Cooper Cohen Braunfeld LLC provided legal counsel to Harbor Compliance. William Blair and Goodwin Procter LLP advised Bregal Sagemount.
