Liquid Instruments Raises $50M in Series C Funding

Apr 29, 2026 | By Startuprise io

Liquid Instruments, a San Diego, CA-based provider of software-defined test solutions, has raised its $50 million in a Series C funding round led by Keysight Technologies, Inc., and the Australian Government’s National Reconstruction Fund Corporation. In addition to investing, Keysight and Liquid Instruments will enter into a commercial arrangement to accelerate the development of a new class of AI-driven instrumentation.

The company plans to use the funds to accelerate product development, expand its AI platform, and enter key markets such as aerospace, defense, and semiconductors.

Along with its investment, Keysight Technologies will form a commercial partnership with Liquid Instruments to accelerate the development of a new generation of AI-driven instruments.

Liquid Instruments uses a new approach by combining multiple instruments into one flexible platform. Users can build and run custom measurement tools quickly, turning tasks that once took months into minutes and making advanced capabilities easier to access.

Liquid Instruments has thousands of users worldwide including major tech companies, research labs, quantum startups and defense organizations. Its platform is growing rapidly as engineering teams seek more flexible, and efficient testing solutions.

“Keysight has long set the standard for precision, innovation, and trust in its solutions for the most complex engineering challenges, and its investment is a strong validation of our approach,” said Daniel Shaddock, CEO and co-founder of Liquid Instruments. “As systems grow more complex, our users need more flexible, AI-driven tools, and this new partnership with Keysight will accelerate that shift.”

“The industry is shifting toward software-first and AI-enabled architectures,” said Joaquin Torrecilla, Vice President of Software Transformation at Keysight Technologies. “Liquid Instruments extends this by using software and AI to shape hardware behavior directly, creating more adaptable instrumentation. Together with Keysight’s extensive portfolio this enables more scalable, and integrated test solutions.”

“Liquid Instruments exemplifies the kind of high-impact innovation that strengthens sovereign capability while competing on the world stage,” said Mary Manning, CIO at the NRFC.

“Advances in instrumentation are central to scientific discovery,” said Brian Schmidt, Nobel Laureate and Liquid Instruments board member. “More adaptable and accessible measurement technologies enable researchers and engineers to explore problems that were previously out of reach, accelerating progress across both fundamental science and applied engineering.”
